Purpose The Municipal Services Electrician inspects, installs, services, repairs and maintains electrical equipment for the City of Milwaukee's street lighting, traffic control, water and sewer instrumentation, communication network systems, buildings, and facilities. Essential Functions Inspect, install, service, repair, and/or maintain the following: • Overhead and underground wires, cables, transformers, switchgear and other accessories, underground conduits, manholes, and vaults. • Electronic/electrical and mechanical equipment and poles used to carry wires and cables. • Computerized systems, monitoring/control systems, DC battery systems, high voltage systems, variable speed drive equipment, HVAC (heating, ventilation, and air conditioning) systems, alarms, and various motor types. • Cranes, telemetry, fiber optic and metallic cable, data-line telemetry, parking control, and other electric/electronic systems. • Programmable logic controllers (PLCs) and all types of raceway systems. Perform driving duties: • Drive or operate commercial and/or non-commercial vehicles as needed in assigned work unit. Electrician Team Lead

Under the general direction of the Manager of Facility Services, the Electrician Team Lead installs, operates, maintains and repairs the high voltage electrical supply systems and other electrical systems, including low-voltage wiring for life safety, building automation and communication systems, for the Downtown or Franklin Campus and other NM facilities to ensure the security and safety of personnel and property. The resource will provide coverage to ensure the required environment for critical data center functions by maintaining proper operation of all related electrical systems. They will also work with internal teams and external vendors to identify, troubleshoot, isolate and repair failures in electrical systems. In addition, they will support special projects as requested from design through installation, researching best practices while incorporating safety and regulatory issues. They are responsible for scheduling and monitoring the progress and completion of installation and maintenance work performed by service contractors on various electrical systems. The Electrical Team Leader will delegate and oversee the daily work performed by Journeyman Electricians and Electrician Apprentice(s) and serves as initial escalation point for any issues identified by the teams. Administration Projects (50%) • Plans coordinates, schedules, assigns and monitors progress of all work performed by internal staff and external vendors and other trades for the installation, revision and maintenance of electrical equipment. • Prepares work schedules and manages special project/over-time assignments and PTO exceptions to ensure adequate coverage for all shifts and reviews time reporting to verify schedule adherence. • Responsible to oversee routine electrical permit requests, hot work permits and for directing annual campus power shutdowns and Life Safety System tests. • Oversees electrical preventative maintenance program to ensure proper practices and overall schedules are met. • Assists with establishing, implementing and overseeing workgroup processes, procedures, system logs, schedules and other documentation necessary to fulfill the team's operational obligations. • Works with the team to identify, investigate, implement and validate continuous improvement efforts that result in improved operating efficiency and/or lower operating costs. • Interacts with service contract vendors to obtain project bids, oversee work performed, track costs and address issues to ensure contractual obligations are fulfilled. • Provides consultation to BCP, building projects and other departments on electrical-related issues, including documenting current conditions, researching potential alternatives and recommending solutions. • Works with Facility Program Management Specialist/Electrical Contractor License holder/Master Electrician and Safety Program Coordinator to investigate and resolve any building or safety code situations. • Serves as an enterprise employed Master Electrician responsible for the oversight, permitting, completion of all internal new electrical designs/installations and reporting on-going electrical maintenance work to local code enforcement organization as needed. • Serves as primary contact for any critical electrical incidents and escalates to manager or division assistant director, as necessary. • Serves on Relocation Team to assess impact and coordinate completion of relocation-related electrical activity. • As a member of the Emergency Response Team, assists with routine medical situations, building evacuations and monitoring of severe weather conditions to assure the safety of employees and visitors. • Assists in the training of new employees and assigning of jobs or work requests to other peers. • Maintains prints and documentation relating to all electrical-related systems and Business Resumption Plans. • Facilitates maintaining company service level agreements and cost/labor tracking, by use of CAFM program, as it relates to asset management. • Ensures, proper inventory levels of parts, tools, and materials. • Researches catalogs, Internet, and vendors for parts and supplies necessary for repairs and new installations. • Completes requisition forms for parts, tools, and materials necessary for preventative and emergency maintenance. Installation of power distribution and electronic systems (25%) • Installs or oversees installation of all types of electrical equipment and systems such as feeders, panel boards, disconnects, starters, motor control systems, lighting, fire alarm systems, life safety equipment, kitchen equipment, fiber optics systems and CAT 5e/6 voice/data structured wiring communications cabling systems. • Ensures installations are compliant with all applicable Federal, state local codes and industry standards. Maintenance, Troubleshooting, Repair and Testing High-voltage line-voltage systems (15%) • Maintains and repairs problems with various systems and components including 13,200 and 24,900 volt main building commercial power feeds and associated switchgear and substation equipment. • Performs maintenance and repairs of the line voltage and plant equipment switchgear, generator operation (including load shedding and/or peak shaving), Uninterruptable Power Supplies (UPS), risers, panels, motor starters, lighting. • Performs or oversees scheduled preventative maintenance and testing of the equipment. • Performs operations to activate emergency power systems in the event of a commercial power failure. • Responds to data center fire protection system emergencies and is responsible for ensuring power supplying the data center has been disconnected in the event of fire. • Responds to investigate and resolve reports of loss or power, lighting, etc. Maintenance, Troubleshooting, Repair and Testing Low-voltage systems (10%) • Maintains and repairs problems with various systems and components including security, fire alarm, public address, CCTV surveillance, kitchen equipment, automatic doors, mail conveyors, low voltage signaling and control circuits and equipment and CAT5e/6 voice/data structured wiring communications systems. • Performs or oversees scheduled preventative maintenance and testing of the equipment. • Troubleshoots and responds to system failures and related emergencies and rectifies the cause as appropriate. • Assists with maintaining and testing fire protection, emergency generators and life safety equipment. Qualifications: • Graduate of state indentured electrical apprenticeship program and possess and maintain a valid State of Wisconsin Journeyman Electrician's certification. • 5 or more years of large commercial or industrial journeymen electrician experience in maintaining high voltage (13,200 volt and above) switchgear. • Must possess or able to possess State of Wisconsin Master Electrician's certification within 6 months from date of hire. • State of Wisconsin Master Electrician's certification preferred. • Ability to read and understand blueprints, control and schematic drawings, updating them as appropriate. • Must possess a strong working knowledge of the National Electrical Code (NEC), NFPA, NICET and other relevant state and local building codes and industry standards. • Knowledge of work related OSHA (Occupational Safety and Health Act) regulations including SDS (Safety Data Sheets) and Confined Space Entry desirable. • Trained in the proper handling and use of hazardous or corrosive chemicals used in battery systems. • OSHA 10 General Industry Certification may be required and motorized lift certification must be obtained within 1 year of employment. • Member of the Emergency Response Team (ERT), must maintain CPR/1st Aid/AED (defibrillator) certification; may be obtained within first 6 months on the job. • Must have a working knowledge of a PC and be able to demonstrate proficiency in common PC functions and applications, such as Microsoft Office including Word, Excel, PowerPoint and Outlook as well as Internet Explorer. • Strong customer focus, initiative, accuracy and problem solving skills; effective organizational and written/verbal communication skills along with the ability to work independently, direct and oversee the work of others, serve as part of a team and to adapt to changing priorities and meet required timeframes; a proven track record of consistently good attendance. • Candidates should possess demonstrated leadership experience. • Previous foreman, team lead or manager experience preferred. • This job is part of a group of jobs considered essential services.
